Remember to add any of your 'define' / 'elsedefine' classes into your top-level control section, a'la:

control:  
 AddInstallables = ( mydefineclass myelsedefineclass )

Otherwise cfengine won't know to defer their evaluation until after the defining action has run!

If you have 'restart "/sbin/service start foobar"' and also want to ensure that the foobar is chkconfigged on; rather than define a class and handle it separately in shellcommands, you could more simply combine them like: 'restart "/sbin/service start foobar; /sbin/chkconfig foobar on"'
